Like most things, you have to weigh the costs against benefits, rarely is it ever clear cut. If you're in a high risk pop to catch COVID, but low risk pop to catch HIV, then obviously it would make sense to take it (also not to speak of advancements in HIV treatment). The only thing to really argue here is making the choice clear for the individuals to make that decision.

Read the journal article before deciding. The article itself seems inconclusive and the risk varies between individuals. Not a clear decision by any means.
