Personally, if the service is really bad, rather than leave a small tip, or no tip, I ask for the manager and explain the situation. They should know who is doing a bad job, and deal with them accordingly.

Not everyone is cut out to be a server, or cares enough to do the job properly.

IMO, no question and tip a little more for putting in the extra work themselves.

1. Tipping in the US originated because establishment owners do not pay minimum wage and laws allowed owners to make up the minimum wage with tips.

When rich Americans traveled to Europe in the 1850s and 1860s, they stayed at hotels and dined at restaurants. When they came back, they tried to show off that they knew the rules of Europe and how to tip, and those were the environments in which they tried to tip first.
