Registering a web address

want to register a new web address but am not ready with the content or to turn it up

can I just register the url (and if so recommendations), I've used Network Solutions in the past but at $39.99 for a year sounds pricey.

godaddy.com to register (8.95/year)
lunarpages.com for hosting (7.95/month, lots of options and functions..dependable, and a 1-800 tech support open 24/7)
