There are three places that offer R&T and won't upsell cause they don't offer FS... at least that I'm aware of. They are Ming Spa on 96th Ave and 160th, Angel Spa on Whalley Ring Road close to Red Chamber, and the spa place on 152nd St near 96th (upstairs). The downside to all of these places is that they don't have shower facilities and they tend to use a lot of oil. If you have somewhere to go after you might feel a little oily since they only use hot towels to clean you up.
Places with better facilities are Lotus Spa (lots of reviews) on 108th, Red Chamber on Whalley Ring Road (behind Fresgo Inn... get the mushroom burger) and Famous Massage at 100th Ave and 152 St. There's also Amenia Spa and Shanghai Spa on 160th and Fraser, but I would stay away from those places until the lineup improves. There's reviews on PERB on all of these places, although I don't recall seeing many Famous reviews lately.
I think that if you just tell them upfront that you're only interested in a tug, they won't try to upsell, but I guess like anything YMMV and it might depend on the girl.
