The base problem is that Haiti doesn't have a working government and it's getting really dangerous for aid workers.

The biggest reason aid is being pulled back is because it's impossible to get stuff through Haiti's customs - basically it's held until it can be stolen or a ransom has been paid to whomever controls that entry point.

There are warehouses full of material that hasn't been allowed to be moved to where it was needed. Much of that material is now spoiled.

All of the heavy equipment for removing debris is still held up a year later.

Nobody is going to put troops on the ground in Haiti to force the movement of material. That's what the NGOs have started to ask for and it's simply not going to happen.
