Privacy in Massage Places

I noticed in my recent visits to Swan Lake in Richmond that they don’t have privacy screen covering the glass part of the room doors. I am told that this is a bye-law requirement.
Other massage places I go to don’t seem to have this restriction. No such privacy issue in the few massage places I go regularly. Perhaps Swan Lake is being targeted by the City.
Without any kind of covering, anyone walking pass the door could see whatever is going on inside.
Is this no-window-covering common in other AMP?

Atlantis Spa in Richmond also doesn't have any covering on the glass of their doors.

While I was getting undressed in the room, I noticed a couple folks 'peeking in' while they walked by.
Made me feel very uncomfortable, I put all my clothes back on, opened the door and just walked out without saying a word.
(No sense arguing with anybody - they have your money - and 'good luck' trying to get it back.)
