Does it take a special kind of perbite to be immortalized in Perbatory ?

I've noticed recently banned members are not listed in Perbatory. Is this because of the seriousness and number of infractions ?

Permanent bans, trolls and spammers usually don't get listed, only short term bans. I admit sometimes I get lazy or just forget.
