So how come the time stamp is out (slow) by 1h10m? Set to UTC (GMT) with DST off and it is still out.

That's likely the server hardware itself that's problematic. My "guess" is that the web server is not configured to reach out to a network time server. It's explained here. https://en.wikipedia.org/wiki/Network_Time_Protocol

The days of relying on the BIOS of a machine (especially with so much virtualization) for time are long gone. It's likely a very simple fix.

Thanks Warl0ck. I just set for a different time zone to compensate.

It looks like the system (Server) runs is set to GMT which is 8 hours different from PST. The clocks are off. Now, proper time is actually quite important especially for shit like Kerberos.
