Probably the best place for non FS would be amps, the ones that do not offer fs anyway. Although I do think that those places typically do not offer kissing or digits as standard, unless you really click with the provider or build rapport over multiple visits. I guess it also depends on how much you are willing to spend at these places; you can probably get a lot more than is normal if you are willing to dish out more cash. Some places that come to mind for this are f2f, magic spa, spa paradise, lotus. I think these tend to provide a bit more than a massage and a hj, like body slide, daty&digits sometimes; they can be hit or miss though.
