Are the rules for the shootout different from a regular game?

Photo in the Province from overhead clearly shows Mason Raymond standing fully in the blue paint when he scored his spinarama goal in the shootout against the Islanders.

Shouldn't it have been disallowed?

Pemalty shot rules are in effect for the shootout. As long as the player handling the puck does not intefere with the goalie, or impede the goalie from making the save, the play is allowed. It used to be that no player, skate or stick could enter the crease before the puck, but if memory serves me correctly, this was changed during the 99 - 2000 season.
