The City of Edmonton is creating a new bylaw to regulate the massage industry.
Currently, the law is murky. It lumps everything together. But, this new approach will split chiropractors, massage therapists, and anyone who works in the "health enhancement" industry into one category that will be regulated by the province, and those who simply "touch people" into another.
The city's chief licensing officer says this won't make prostitution legal, and notes the federal appeal of prostitution laws that were struck down in Ontario shouldn't impact the work police do here.
"The police can go in and say, 'You are operating a bawdy house, you are living off he avails of prostitution,'" says Randy Kirillo. "We'll license this other non-health-enhancement group, but the criminal code still exists, so we licence (them) but they still, because of the criminal code, cannot operate a bawdy house and cannot live off the avails of prostitution."
The city will set up a compliance team covering several agencies, much like was done in regulating bars and night clubs. (sj, bp, ph)
