This is just putting a nicer package on existing practice - current computers are already like assembling lego.

I built my own computer after watching a 1 hour youtube video. All of the cables and related sockets are clearly labelled and distinct from each other (i.e. no one is going to plug the CPU into the memory slot by accident), so it's not easy to screw things up. If you can turn a screwdriver, you can build your own computer. It's that easy.

I was thinking more in terms of a laptop style and ability computer for the office. Right now, most use laptops. Unless you cable them down, they don't stay in the office. This is why we hear about XXXXX school board, hospital, tax office has lost a laptop with XXXX thousand files including names, addresses, birth dates, social security numbers, etc.. The person usually took the laptop home - sitting on the seat beside them - and then (s)he stopped at Quick Food - Quick In & Quick Out, where an observant and prepared passer by saw it.

Companies used to use mid tower computers, but they discovered that things inside would go missing. My brother in law told me the story of two computers that had been put out for public access to information. For privacy reasons, they were screened off from the lobby they were in. The day after placement, they stopped working. When the technician opened them up, they no longer had a video card, hard drive, optical drive or memory. The CPU was left. Another story was about nice laser printers that his company had placed in each of their locations. They had to consult with the manufacturer of the printer on placement of a security cable through the printer, which proved to be impossible. Eventually, the laser printers were replaced with Inkjets.

The modular computers look to be good enough to get stuff done, easy to secure and not attractive enough to put much effort into stealing.

I once built my own high powered computer for Desktop Drafting. For about a year it was enviable, then it became standard, then it became lamentable, followed by pitiable. That's why people started moving over to laptops. That way you can inexpensively renew them every two years.
