For one to say that the Mexico is "totally safe" is like saying their water is totally safe to drink.
Not to alarm anyone but always know what you are going into and getting into.
From October 9, 2011 Canadian Govt posting which is still valid as of today:
"Canadians travelling to Mexico should exercise a high degree of caution due to a deteriorating security situation in many parts of the country. While most major tourist areas have not been affected by the extreme levels of violence in the northern border region, it is highly advisable to travel to Mexico by air (please refer to our official warning for the Mexico-United States border). High levels of criminal activity, as well as occasional demonstrations and protests, remain a concern throughout the country.
Guadalajara, in the state of Jalisco, will host the 2011 Pan American and Parapan American Games from October 14 to 30 and November 12 to 20, respectively. The events in the period leading up to and during the Games are likely to cause delays and traffic disruptions in Guadalajara, Puerto Vallarta, Ciudad Guzmán, Lagos de Moreno, and Tapalpa as additional security measures will be implemented. Canadians planning to travel to Jalisco during the Games are strongly advised to register online, monitor local news reports, and follow the instructions of local authorities.
Presidential elections are scheduled for July 1, 2012. In the period leading up to and during the elections, Canadians are advised to remain vigilant, avoid large crowds and demonstrations, exercise caution, follow the advice of local authorities, and monitor local media."
