membership on other review boards

Have no idea if this is the right place for my question- here it is anyway:

I have been a member of PERB for some time. I am now temporaly relocated in Montreal and tried to register under the same handle and email. NO SUCH LUCK.!!!
First question: Why do I have to register for every city??
Second question: Why do I have to have a different email addy for each city?

Any helpfull answers are much appreciated. Smart asses, please take a hike.

I don't know what you mean......? I registered my handle with same email on both TERB/Merb with no problems.........Hell even the new one no is talking about.......
