I had a similar experience. Complete WOM and WOT. Quoted $400 for the hour but once payment was made, discovered this was a base rate and everything else is extra. I wasn't about to part with any more money so ended up paying $400 for a hand job. YMMV but based on the experience of drock25 and myself, I doubt it.
