Lookup Someone's Cell Phone Number, Possible?

I've got a relative I haven't talked to in over a decade. I know what town he lives in and no landline listed so I assume he may have a cell phone.
When I do a Google search it mostly relates to US situations. Is it possible to find a cell number if you have a name and a city?

I think those American search sites make u pay for a subscription or something before they give u any info and in the end there is only a 50/50 chance it is right. Good luck, maybe ask Angela, she knows about that stuff.

Truecaller on Android worked very well for me. Gave me the phone number, address and name attached to it. I have not found a decent one yet with iTunes. Truecaller doesn't seem to work as well on my iPhone and keeps wanting to sync my entire phone database which is shall we say, huge. Never had that problem with Android.
