I don't think Felix was referring to the Cuban missile crisis in 1962 because he mentioned the Obama administration.

In 1962, Obama was 1 year old, born in Aug. 1961. At least that's what we are told. Of course we won't really know until Trump decides when and where Obama was born.

The Cuban missile crisis involved John Kennedy and Nikita Khrushchev - and it was a blessing that after 13 days, 'cooler heads prevailed'.
I think Trump may change Obamas presidency length to the 70's, so the energy crisis, and the arms race, can be blamed on the last presidential office.......This man actually said, although he MUST have meant something else, and misspoke .

There have been lots of incidents involving US and Russian nuclear armed subs. Several have collided after playing chicken. A Soviet sub was damaged in the Carribean and was being towed back to Murmansk. The Americans somehow thought it would be a good idea to cut the tow cable...

Lots of incidents of plane crashes with nuclear weapons on board. One in Northern BC back in the sixties IIRC.

Canada had a few nuclear weapons back for a while. Not many seem to know about it. Some CF104s in Germany had free fall bombs ready to drop on the Fulda Gap.

I probably wasn't clear, but Quarter Mile'r seem to get it right.

Cuban missile crisis was the last time when USSR/US would publicly say they are putting their nuclear forces on alert for, like, no reason. (Arguably, they had their reasons in 1962, but the rethoric got out of hand.)

Since then it was generally recognized that you don't use empty threats of putting your nukes on alert. If you have a reason to prepare them, you do, but just saying it unprovoked is already an aggressive act.

Then I was referring to Putin breaking this convention when he said he was ready to put the nukes on alert in 2014 (during Obama administration) without anybody threatening Russia. He actually said it afterwards in 2015 and the media didn't talk much about it. It must have raised some eyebrows in Pentagon and a diplomatic démarche could be in order.

I was early in my university career when the Cuban missile crisis broke. I participated in the only political demonstration of my life. We marched through downtown Montreal chanting, "Yay, yay, JFK!!" The other thing I remember about that time was that there were rumours that a lot of the girls in the main female residence were talking about getting laid because they didn't want to die virgins. Unfortunately, I didn't benefit from their panic. :(

All I can remember from that period is helping my dad dig out an old WW2 bomb shelter in the back yard and turn it into a fallout shelter. With hindsight we were probably wasting our time considering the RAF base a mile down the road.

Yah I remember that frenzy to make a bomb shelter.
My dad toke a payed course on being a civil defence soldier if the bombs feel.
And he was making plans to build a shelter in part of our basement .
Thinking back it would not of work for survival.
For yrs later there would be regular air raid sirens every month.
