SR, hope you plan on an island at least 10 m above ocean level, climate change and all that... As for a Phalanx, those can be defeated by a number of different bogies coming in to waste the drum capacity of your Phalanx, you would need 2 or more of them set to go off in small burst to conserve ammunition. or you will need someone to continuously rearm the Phalanx. If on land, the phalanx is vulnerable if its position is known, if mobile it is hard to hit. If something is large enough its shrapnel can still cause collateral damage. Think gulf war, the American planes safely took out alot of radar and Sam site with ease.....
As for the AEGIS, it operates on satellite links, its strength is that it connects to all the other AEGIS placed radar, creating a larger picture for incoming threats.... think depth of field. Good luck getting that American technology....
So that is in air, what about space based weaponry, or sub surface threats?
Also as a rich man in a part of the world you will need friends (on other Islands near you), that will look after you.... that cost money...... Kinda like the rich folk in Mexico, who have guards to look after them and their families.....so they won't get kidnapped.....

As for taking the money out of the country, as a Canadian Citizen you still have to pay taxes. So the interest earned on you winnings are taxed. Whether you are in Canada or not.... You will need health insurance and any ties you have to Canada you would have to cut; so the imaginary tax man can't find you....
Option would be capital gains or buying stock that gives dividends, instead of straight up interest (which is fully taxed).
There is much to be said for in this world for being a Canadian Citizen.
