Actually, paid advertisers have permission to post in the different cities sections, since there is only one actual advertising section for all provinces other than BC.
With the exception of edmonton.
In the edmonton section, the mods are moving almost all the Edmonton ads (local and visiting) from the review section to the ad section. see the "Voluntary" sticky at the top of the edmonton review section.

Yes. They are allowed to advertise in this section. What's the point? They have a advertising section too. Makes the review section extremely cluttered.

edmonton section was heading the way of calgary too, until the mods made it kempt by cleaning out the ads from that section. I don't think this calgary section will ever be active since the calgary guys are posting their reviews on the young cow review board.
