The only problem I see is the rate vs services being unbelievable. Usually this indicates some sort of misrepresentation, whether it will be that the 200 isn't an hour, or the services listed will actually be extra. I think that if you are prepared for that you should be okay.
Also, keep in mind she says she is American, meaning she is probably unclear on the fact she can discuss rates and services on the phone legally, and do this biz legally (well, that's a grey area, because she is working illegally if she is American lol -- so in that case too, you gotta wonder how dumb are ya to advertise that you are working in Canada without a work visa). You are more likely to have trouble getting her to commit to anything on the phone. Also, she says 21, no doubt because she thinks that is the legal age here. There is a very good chance she is not 21, but that does not necessarily mean that she is under 18.
