I can understand Emily's position.
An overzealous cop could easily over-interpret the Code and bring a charge. It may or may not stand-up in court, it's in the hands of lawyers and judges then, and the view will be at least a little more balanced than the tilted one of LE. Who needs the hassle of a bawdy-house charge, even if it is unwarranted? Yes, there are other things over-zealous LE could do to a SP besides a bawdy-house charge, but this is the level of risk management a lady may have decided to exercise and it has to be accepted.
This summer, I think LE is concentrating on beating up Winnipeg citizens over moving violations instead, the city need about 78 million and this approach is way more efficient and lucrative.
