I was just reading a thread in the Review forum, noting the lack of street action. In my opinion, street action should go away completely. If I were Mayor or Premier, I'd create this area town, say four blocks long by two blocks, where there would be storefront operations so you could openly view the available 19+ y.o. girls. Inside, you could freely negotiate and proceed to do the duty in one of the max 10 safe, clean rooms for rent. Every lady would be registered and licensed, and tested weekly for STDs and "hard" drugs. Having an STD or crack/coke/heroin type problem would result in a license being temporary held back or revoked based on the nature and severity of the test result.
Every client would also be required to provide a clean STD test of no longer than one week old. Any girl taking a client without the test and getting caught would get her license revoked.
To discourage street action, offending girls would get 6 months minimum in a drug treatment/correctional facility, street pimps would get a life/death sentence, and clients would get a minimum $10,000 fine that would escalate by $5,000 each time they offended. Their names would also be published weekly in the local rag and their name would keep being published as the list would be updated and added to weekly. The fine structure is doubled, the client's name AND picture are published, and it all comes with 6 months min time if the girl is under the age of consent.
This area would also be the only part of town where you could physically rent or buy porn, or go to a sex shop. They would be outlawed everywhere else but for the sake of discretion, could market their product over the internet and courier the sale or rental product to the customer.
You could also come down and obtain weed and hash, smoking it openly or in establishments that are forbidden to serve alcohol.
We already have Gastown, I would call this Vansterdam.
