Society doesn't behave as well as it should and it's worse now than the past. Assigning blame for bad behaviour on anything beyond one's accountability is a huge part of the problem.

Yes our Canadian society is stressed. Mental health issues, Health issues, Job issues, life choice issues, money issues, feeding your family issues (see increase in use of food banks), Lack of family doctors for families that need a family doctor, why does that kid in school act up? family problems, divorce etc. Housing issues, inflation issues, food prices increase etc. All of this is stress on our individuals and thus on our society.
So you see car rage, and abusive language to clerks are all just symptoms of stress. Where is your proof that society is not overstressed. So what are your facts that "Society doesn't behave as well as it should and it's worse now than the past.". What are the causes for that? Bad behaviour? What is the cause of bad behaviour? A very good reason why the Western world has not been fighting external battles is the existence of nuclear weapons and MAD (Mutually Assured Destruction). Nothing is going to change the core of mankind.... Inheritly mankind is destructive.
I think that strong people should protect the weak people. But today the strong people only do it, if protecting them is in their own personal interest...
Society can only deal with the aftermath of the bad behaviour if it gets physical. Not much they can do for someone "losing it" in public.
