I would suggest that you either take a boat to Macau(about 45mins) or a train to China (30mins). The quality is so much better comparing to Hong Kong. But bear in mind that if you hold a Canadian passport, you will need a visa to enter China. Macau is ok without visa.

Hong Kong is not legal for the sp but nothing will happen to the client. Even if you get caught, they will only charge the sp but not the client. I have no idea about Macau but judging from the obscene amount of sps everywhere, I suspect the authority doesn't care even if its not legal. China is not legal for sure but nobody seems to care at all either. I would say the risk is minimal.

HK and Macau, there is no risk at all for the pooner. For China, it's more risky as the government is "sweeping" the area.
I have gone to Asia each year, and the price/quality point now is in South East Asia. I miss Cambodia/Thailand and Vietnam.

For safety and security reasons, I like Malaysia the most, it's 1/3rd the price of Singapore for pooning... same quality too!
