Unfortunately, this has been going on for years. Some photographers are not even subtle about it and carry big DSLR's with long zoom lenses and set up along the tree line. I once saw a bus load of foreign males get off at the path and head down to the beach. They were snapping pictures like they were at the Stanley park Totem Poles.

With all this micro technology, you can get really small cameras that will attach to anything from a suction cup mount on your car or to the shoulder strap on your back pack. You have to know what they look like to tell if its really a camera.
