Well, yes and no.No he does not get a criminal record until he acts....which is then too late. Just the way it is with our system. Angel can even get a restraigning order and even then, if he is bent on mayhem, she has no way of keeping him away.
The police cannot act, REALLY, until he does...TOO LATE again.
The mere act of uttering a threat to cause bodily harm is already a criminal offence, whether or not the offender then went on to carry it out. It would also seem that, should the Crown wish to take this up, the prosecution's case would be quite readily made. The maximum sentence for this crime is five years. (See Section 264.1(1) of the Criminal Code)
The LE is, however, swarmed with many crimes of higher priority and, given the resource constraints, usually cannot afford to do much more than starting a file and contacting the suspected offender to warn him or her to back off. Most of the time, that's the end of it, as the suspect now knows that the LE can easily track him or her down. However, since the LE is not going to afford the victim round-the-clock protection and some suspects are so out of their minds that they would not lay off, Angel should continue to be vigilant and protect herself.
