Assume that current Canadian Health Care ranks as a 4 on a scale of 1 - 10 with 1 being good and 10 being bad.
Are you willing to accept a system that costs the same to tax payers but because of systematic changes provides service that ranks an average of 2, but acknowledges that some users will get a service level of 1 while others get a service level of 2 or 3.
What this means is the new system treats every one better.
It also means that in delivering this service there will be a measurable way of determining what it would take for someone getting a service at 3 to get service ranking a 1.
Now before you tell me that this won't work is impossible etc. Please just answer the question.
Would you be willing to accept a system that accomplished this.
