No offence to OP, but I would recommend be a bit skeptical about trusting uncited sources. There were documents forged early in the pandemic (god knows why) and even healthcare workers themselves thought they were legitimate.

The federal government signed an agreement with Medicago back in 2018; that plant is under construction in Quebec and scheduled to begin production in the winter of 2021.

Byproduct of globalization. Like most things, I'm sure there were domestic resources, but over time it got cheaper to be produced elsewhere, and I'm sure you know better than most that no one will run an unprofitable business. Subsidies can be provided for critical things (ie. some food industries, mandatory household goods, medication, etc.) but over time people begin to complain that to be a waste of resources... until it's needed again. IMO we're a first world country, and can afford to suck up additional tax dollars (you can argue the source of that, whether it be from individuals or war profiteers) to raise the floor of the Canadian quality of life in times like this, which mind you, does not feel that bad for me but I speak for a very small demographic.

Sadly that production facility was tied to the efforts between Canada and China Sinovac a huge drug maker. And you know how things are between Canada and Huawei - i mean China. So the building stopped.

As an aside, Canada should have a vaccine production facility. The folks at Saskatoon based VIDO have been world leaders in the game for decades and there is top drawer talent in the game all across the country. Just my 2bits on the topic.

The feds have just gone out to tender for this new building titling it more of a logistics center vs it being a production facility with capability for manufacturing. Location is to be in Montreal area where there is a sizable pharma industry.

The amount of vaccine to be distributed is a token number....it is to appease the masses, so we remain calm.
In this first shipment, with double dosing, you would just barely vaccinate the population of Mission, or Chilliwack.....it’s a good start, but it’s going to be a very long slow road.
I assume they will ramp it up to mass vaccinate, but we need the product to inject the willing.
