When water evaporates it cools the area because it takes heat from the air to evaporate the water. The fan just moves the air around. The trick is for the fan not to put heat into the air as much as the water cools the air by evaporation. In a closed/sealed room the effects would be to increase temperature and add humidity to the room. What this fan needs, is to have air leak into the room and the humidity to move out of the room for consistent cooling.
The effect of the cooling is only near where the water is (fan). For a small room it would work fine, but not a family and dinning area and not around the kitchen when cooking.
When all the water evaporates, there is no longer a cooling effect. So you have to keep filling the container up every day.
So your paying 89 plus the price of the water you need.
