The reference is about a coming dry period in the Western United States.
Considering that California is a major supplier of food to Canada in the winter for fresh vegetables.
What does Canada do if the food supply decreases for fresh veggies?

Part of the solution would be for California to get off the Colorado River Water Supply and use massive Reverse Osmosis machines to make fresh water. Dump this water into lakes/reservoirs in California. The water California doesn't use could go to help fill Lake Mead back up, or even a dedicated RO for Lake Mead too.
Yup Pipeline time.... instead of oil, it will be water.....

More Greenhouses in farming areas of BC, AB, Sask, MB. Interest free loans from governments for farmers to build Greenhouses for produce for the winter months from September to April, Also include very cheap electricity or natural gas for heating in winter months for the greenhouse. Locally made veggies in winter, cuts down on cost of transportation.

I already have a emergency winter food supply….they’re called deer.
Works like a charm so long as only you and a few other hardy souls are eating the beasts. The problem will come when the cities get hungry and the apartment-dwellers start swarming the countryside looking for something to shoot and eat.

The deer have been fattening themselves in our garden for years. Fortunately for them we're more likely to take photos than we are to pull out the old shotgun.

It might be time to revamp the rules surrounding Agricultural Land Reserve in BC so that the land is actually farmed rather than have people building monster homes on it with a sign outside advertising honey.
Not the honey part, but that is what Richmond was before the Vanderslam removed it from the agricultural land reserve. Some of the most fertile land on the planet too.

You ever visited Victoria? A deer cull there would feed thousands!! Mayne Island too. Problem is no predators to keep the herd in check.

Probably just the road kill in the CRD area would feed dozens every day. The carcasses get hauled to the dump.

So to prevent cannibalism, a more progressive idea would be to buy from farmers in the local area. For this the farmer would need a hothouse to grow in the winter months....

Not provincially or federally inspected, is the official documentation……it was tried in the Okanagan years ago to feed the needy, and CFIA put an abrupt halt to deer carcasses that had been struck by a car, then found by a well intentioned person.
The problem is….how long was it laying on the side of the road dead, and not killed in a controlled and timed manner?
So someone has to take responsibility if the people consuming where to get sick.

Actually, the human being would never pass a meat inspection ….we eat to many chemicals , and processed foods to ever be considered food for Ourselves.
We have officially been labeled “ not fit for human consumption “
There has been an awful lot of cannibalism in history, particularly in Russia, and even there the people that commit the “ unthinkable “ are labeled for life, and never really get over the trauma themselves.

Lots of insects available. Cheap and very good source of protein.

As far as a hothouse in northern climates, there has been some success growing food in deep abandoned mines, pumping in fresh air and using grow lights.
One of our company projects is in creating measurement and feedback loops for LED's in greenhouses. Tuning the lights to provide more blue during vegetation and more red during flowering. Grow cycles are shortened and productivity goes way up. If anyone is interested in high productivity greenhouse details, google Netherlands and Greenhouse tech. That little postage sized country produces enough food to feed over half of Europe.

Back on point, more than one company is working on converting 40ft containers into greenhouses. Couple these with off grid power systems and transport them to where they are needed and you can feed that community.

Desal is never going to be economic for agricultural water. Even pumping water uphill to to Lake Powell or Lake Mead is uneconomic.

Desal will be for LA and SF drinking water when agriculture finishes running California completely out of water.

I agree…….
Desalination like in Saudi Arabia would be far more realistic, instead of RO.
Agricultural water must be running in its natural state, just to supply the massive demand of its population.
