Search Video: PHOENIX -- A female inmate at the Perryville state prison died after spending four hours in an outdoor holding cell, according to the Arizona Department of Corrections.

While waiting to be moved to a detention unit, Marcia Powell, 48, was placed in an outside, uncovered, chain-linked holding cell at 11 a.m. Tuesday. She collapsed at 2:40 p.m. and was taken to a local hospital. Powell was pronounced dead shortly after midnight.

Temperatures were above 100 degrees Tuesday afternoon.

A criminal investigation is under way to determine whether or not there was negligence, according to ADC Director Charles L. Ryan.

"It's our responsibility to ensure the care and custody of the inmate population," Ryan said. "The death of Marcia Powell is a tragedy and a failure."

Three staff members have been placed on administrative leave while the incident is being investigated.

Powell was serving a 27-month sentence for prostitution. She was sent to prison in August.

This is the stuff that will speak far more to listeners than her anti-prostitution stance. We need to discredit Hughes.

Anti-prostitution campaign leads to 57 arrests

An anti-prostitution sting in the east end has resulted in the arrest of 57 men on charges of communicating for the purposes of prostitution.
The operation was codenamed Project DOJO, Toronto police said Wednesday in a news release.
Const. Tony Vella told ctvtoronto.ca that DOJO stood for Diversion of John Offenders.
Undercover female police officers worked an area between Main Street and Victoria Park Avenue along the Danforth over the weekend and were approached by men looking for commercial sex.
Takedown teams then moved in to make arrests, he said.
One officer was assaulted in the course of an arrest being made, and one accused solicited an undercover officer from an allegedly stolen vehicle, he said.
Those charged are scheduled to appear in court on Thursday.
Vella said the arrests have come in response to complaints from area residents about street prostitution activity in their neighbourhoods.
A similar operation last fall netted 21 arrests.
