Have the stations program the pump to shut off at 30 liters and don't allow multiple fills. Call a cop if you have to. Hell, get those volunteer constables to direct traffic and make sure no one is stupid.

Just went and got gas at the esso at marine & Fraser, on my way out 3 other cars that just got gas just drove over to the petro can .
