I think most experienced pro always lubes, and I find the newbies don't lube as much. While it could be seen as a compliment.. secretly I am concerned about the condom breaking. Having that happen to me in my personal life, I can say it's definitely a scare (also, plan B isn't the best thing for ladies to take..).

I am never offended if the lady wishes to lube up. I have had the lady quite warmed up before the main show and they opted to not lube up as well.. I guess it's an YMMV issue.
