Do agencies and incalls usually interview girls before they are hired?

Do you actually think that girls are put to work, sight unseen?
What if she has fake ID and is actually 16?
If they don't care is one thing but unknowingly putting someone underage to work would still get them jail time.
I would assume different agencies would have different standards.
When you consider the variety of agencies, from AMP's to Fox Den to all the different storefront massage parlours to the groups operating out of condos and all the tourist joints downtown, you can be certain you would find all sorts of varying business practices with respect to hiring and everything else, if you had a look behind all the curtains. Some will likely maintain this "Quality Assurance" of which you speak, be it in the best interest of themselves or the girls or whatever, and some will likely not.

I've always really valued Minding my Own Business. I've never regretting not sticking my nose into something, but I sure have had times where I looked back and wished I hadn't. Minding one's own business is something everyone should practice more often, in my opinion. I have no idea why I felt compelled to include that. Huhmmn.
In my past experiences...... some hire with only a phone call, some need to meet, some need to meet and discuss details, some all the above plus ID and licence fees. It all depends on the owners and management. Some Stalk the girls and make sure they "behave in certain ways", or won't keep them on unless they do what the agency requires... and you can never will really know by simply asking the girls..
A 5060 girl I saw a while back said that one of the owners of the company interviewed in a very "carnal" manner. I asked if he paid her and she said no. She was clearly an ameuter and likely needed the money badly. I cannot imagine a girl that has been in the industry for any length of time falling for this. She was really hot but she only worked the one day that I am aware of. Not uncommon for 5060 girls. Too bad, I would have definitely seen her again.
