Wasn't the NEP just another kinda "Carbon tax" to, you know, help with that there conservation thingee Given time I'm sure there would also have been a NEP refund so that fixed-income Canadians wouldn't feel the pinch of higher fuel prices.... you know, something similar to the GST refund. Ain't big government grand?
