City proposes changes to adult service business bylaw

BURNABY - The City of Burnaby is proposing some changes to its adult service business regulation bylaw. And the operators of body rub salons, escort services and pornographic film studios will be given a chance to respond to proposed changes.

Rick Earle, the city's director of finance, noted in a report to council that the bylaw was created in 2001 to address concerns about people under the age of 19 working in adult businesses, such as adult telephone services, body rub salons, escort services and pornographic film studios.

The bylaw includes age restrictions and some provisions for monitoring those businesses -- including a requirement that every person on the premises of an adult business have picture identification and that business operators keep a written record of all employees that includes their name, address and age.
