There are equal, if you use different counting systems.

If you use the base eight counting system, which none of us use, 31 is the equalivant of 25 in the base 10 system. The base 10 system is what the real world uses.

If you really want to figure it out, grab your Scientific Calculator that has the different system and do the conversion.

Oct 31 is Octal (or base 8) 3*8+1 = 25

Dec 25 is Decimal 25 so
Octal 31 is equal to decimal 25
