I sae Tara's outlook ad and emailed her. She said she is doing this for one day only and we couldn't schedule a session in time as she only seemed to check hee email on that day. If she only does this rarely then she really is an amateur but she was charging professional rates at $280/hr, which I find high for someone without any experience.

Yes, anyone can make an ad on leolist. It's just an advertising site, like cragslist or backpage. You can pull out your credit card right now and post an ad on it. There is no way to know if it's "legit", since there's no vetting process at all. This is why there's so many fake pictures. The only way to really determine if any particular provider is real and worth your time/money is to search for reviews on places like perb.
But to answer your unspoken question, you want to know if Tara is for real. Her ad is down now so I can't really tell, but I think she's likely who she claims to be. If she was an SP using fake pictures to try to get more bookings she would be easier to book.
And for the most part I find girls without any experience are more likely to charge higher rates. They don't know the market well enough to adjust their rates, and they're shy/reluctant enough that they need more incentive to work.
