Can anyone learn to sing?

So, if you have a monotonous voice and have really no idea of what musical notes are, -- could you still learn to sing? Or is it that you've to be born with a singing 'voice'?

I am wondering if I should learn a musical instrument or if I should try and learn to sing. Singing seems a bit more portable (you could hum or sing any music that might be playing on radio and have fun). Musical instrument can only be played if it's within reach.

I believe singing is like dancing, you either have it inside of you or you don't. For anyone who loves and knows how to dance...it comes to you, with your eyes closed as you listen and feel the music.
Singing has one difference though, it comes from within your soul, however, you can belt your heart out but if you don't have it in you, you may feel great but you may sound like Happy Feet...the penguin.
