Same thing happened in Winnipeg, sorta.
City "accidentally" built a new fire hall on plot of land that the city did not own. Turns out it is owned by mega rich developer who is also close friend of mayor. City subsequently spends more than it should have spent, developer makes tidy profit, mayor gets house in Phoenix Arizona from developer's sister for unknown sum.
Winnipeg is so crooked it sickens me.
