I have no experience with CA at all, so can't say one way or the other with them. They are slightly more expensive than SU & VE though.
SU is definitely the most popular choice in Victoria, and they have probably the best selection of girls and the best location.
VE is the agency I've frequented the most, although that has more to do with who is working there than anything else (my fav SP works there). Their location is very poor (very noisy, thin walls, dingy, etc), and updates to their website have become almost non-existant (we're now over a month since the last one). They offer a VIP program which is very cool, but if you're someone who won't be frequenting Victoria then it probably won't be of much use to you.
Ultimately you should chose based on who you want to see, not so much which agency, but even though I frequent VE more than SU I'd say that SU would be the better choice for you.
Either way when you come and visit, be sure to post reviews on here so that we may either learn from your mistakes, or be jealous of your advenures.
