Tijuana and FKK clubs are totally different experiences, each fun in their own way. Tijuana is much cheaper, of course, but it's like picking up girls from a bar and the sex is often just mechanical. In German FKKs, all the girls walk around stark naked, you can talk with them and have a drink, the facilities are like a country club with pools, hot tubs, steam rooms, etc, as well as bars. Much more like a "gentleman's club." An entry of 40-60 euro gives you complete use of the facilities for the day/night. For 50 euro you can screw any girl (and there are often over a hundred or more in the larger clubs) for 30 min in one of the many individual rooms, another 50 if you want to CIM, 100 for anal. And many if not most are GFE, with BBBJ and DFK standard. Like a candy store for guys.
But in saying that, the best mongering from all the world places I've been to (and I've had girls almost everywhere except Thailand), I've found the best value for money is...Montreal!
