Best agency in town?!?

That is a pretty broad open question. Go to the agency websites and find providers that appeal to you and then search here for reviews.
While Dabbles is right the question is open-ended, I think some recommendations/suggestions could be made. Like for example: don't go to Seduction Unlimited, the site is out of date, the girls are extremely hit & miss (more miss than hit), and there's been reports of substance abuse amongst the SP's there (see https://perb.cc/xenforo/threads/nadia-su.318228/#post-2321885) I used to go there often, but now avoid the place.
SVIPS gets all the rave reviews, I've only ever been there once, and can say my experience was pleasant enough. Personally I'm not a fan of their entrance right on Douglas street, which is a big part of why I've never gone back.
Vogue Collective is the new kid on the block. I've been there once, and can say the facilities are *awesome*. Had a session with Anya Jade that was fantastic, and while there caught a glimpse of Crimson & Lula Blue and all three ladies were stunning. Plan on repeating there, and as such would recommend.
Don't have any experience with IF myself, so can't comment one way or the other.

It's been awhile since I've been to sweet vip stupid covid..but some beautiful ladies have worked there the place is top notch tho.always clean and very professional. I have been to island finest tho.lots of beauties there.akso very professional and clean.only been to seduction unlimited 2 times and that was way long ago.out of the 3 I would say island finest is your best bet.. The location is like going to a gf place haha.onky seen diamond at vogue and does seem like the madam is very professional and keeps a tight ship just more of what type of lady your looking for.all around the same rose donation and can expect to pay for extras. But my 2 cents

I've had excellent experiences both at SweetVIPS and Island's Finest. I agree with Dabbles: it really depends on the provider (style, looks, chemistry, etc) but Toni, Vera, Siren, and Darla are all great choices at SVIPS. As for IF, lately they've been hitting it out of the park every single time I go there; they have great options depending on your taste and style: Blair, Juliet, Zoey, Rylan, Emma, Jessica, Katrina... a lot of great providers at that place.
I don't have a lot of experience dealing with Vogue Collective but the manager is super nice and very professional.

For Websites:
I find that with SVIPs listing menu for each escort helps in the choosing and you can actually know what you get before hand, which is probably why they have outstanding reviews. When menus are hidden its harder to find what you want. Even listing openminded or GFE really takes leaps of imagination, but ultimately, you don't know what you are getting with those 2 words.
Displaying menus are good, and know what extras cost is also great, you know how much to bring... But SVIPs has the PSE marketing down pat.

Has SU still not upgraded their shower? It’s been 3+ years since I’ve been and back then their shower was the WORST! Shower was one of those fibreglass self-contained fibreglass boxes raised 2” above the floor, shower head aimed at the curtain which was too short, leaving you to step down from a wet slippery shower onto a wet slippery floor. No rack next to the shower for the towel so it was laying 5’ away. Amazing no one hasn’t gotten severely injured there yet. The perils of the shower alone deterred me from ever going back…
(I also always felt the entrance was even more exposed/busier street than SVIP. )
That being said, I did have 2 nice dates there (both women have since long gone) and the actual rooms were nice and clean. But still nothing compared to SVIPs overall facilities or it’s condo.
I agree. I really like BOA's model because it helps both the client and the provider by letting the client know exactly what he's getting or can get, and exactly what's allowed/not allowed. Very little room for misunderstandings. I like Island's Finest but I wish they would take a page from them; it would make the whole process more fluid and transparent.
I actually know a number of people who's place of work is within visible distance of SVIPS location (ie they can see SVIPS front door from where they work). So while sure, on average for most it's probably not a big deal, for me specifically if I were to frequent the location the odds of being spotted by someone I know is fairly high. Also while sure, VC & SU are also both downtown, they're not right on Douglas street which is probably the busiest street DT. Someone mentioned an alternative entrance for SVIPS which probably would be better, assuming it's available for first time clients (the one time I went, I very much had the impression that it was front door or nothing at all, but admittedly this was a couple years ago). And of course as you say the condo is an option as well.
For me, I really liked how VC gives clients the door code so you just walk up to the door, unlock the door, then walk in (so from a bystanders watching on perspective nothing suspicious at all, and are only at the door on the street for a few seconds). SU is similar, you go up to the door and ring the buzzer & are (usually) very quickly let in, though TBH every time I ever went to SU I always felt self-conscious buzzing the doorbell.
I followed a Lady from one Agency to SU and I never went back. I found the layout/access awful, their lack of info on company restrictions. (CBJ only). And they let the lady work with a cold. Which is really 50/50 split between them.
Svips, I agree the entrance is no bueno. The mask mandate and winter helps with a mask and hood, but I mostly exclusively use the Condo they have.
CCE back in the day had a great website and such, I don't even know if they are around anymore had a terrible exp back in 2017.

CCE shut down during the first year of COVID IIRC. Totally agree, not a great experience there with the girls on staff. I did see two different independents who rented the space from CCE and had great experiences with them though. 🤷♂️
Ditto .... I also saw people (not from CCE) there and had a great time, although excitement and those steep stairs were not a good combination!.

We are just getting ready to launch our next condo location at SVIPS - we were just about to do this before VID hit - but we are excited to get it up & running (should be Jun/JUL at the latest)
Also noted we now have amazing locations in Ladysmith & Nanaimo through our sister agency VIPROS - we are also working on more island locations to give a variety of options for our sweetest clients & providers.
Kat Curvie (Formally using CCE as an indy location) - is now available at SVIPS. She tends to book 1 shift per week at our condo location as well)
LOL as mentioned - we have a private condo, a back entrance, and we are the ONLY location that doesn't let every tom, dick & harry walk off the street, so we are a controlled entrance and departure (either door) in 15 years we have only had 1 situation where a client has run into another. We take discretion and privacy very seriously here.
