Most are not, and this link you gave is fake.

Only VIPOTG, Lorihouse and one independent, Stacy/Kimmy, are good Asians.

Difference between safe and deceptive, a few like the one in St Vital often post fake pics. I have been to the one in St Vital certainly wasn't unsafe but was not the girl pictured for sure. The agencies listed above don't bait and switch.

As for "safe" I've never had any problems aside from bail and switch. There are a few agencies that tour ladies through here that are safe and less b&s.
