Depends on what you want the site to look like and such. I work on websites all day, but I'm not technically a designer. There are ways to make really good looking websites and give you most of what you want and be easy to use, but it comes down to what you have in mind.

That's a good option if you're looking to have the same site as everybody else. I don't think you would need a designer at all to make a site like those. It's really easy.

With a $100 budget there's no room for more than a Wordpress template...

If I were an SP (just sayin from a client perspective) I'd go with a template, customize it to make it different and devote more time to writing a good "bio" and more of my marketing $$ on professional photos.
