seriously? Whether he's dropping $250 for the hh or $450 for the hour the service should be exceptional!

I agree, but I think the expectations should be a little different. In a hh it's hard to really feel a connection, and that's what can make or break your experience. A hh doesn't allow for much talking/relaxing/teasing to unwind and feel completely at ease. There is a reason why a lot of travelling girls don't even bother to offer hh sessions.

Now I still don't know the case for billsfan2011, but I just had the pleasure of spending an hour with her, and it really was a pleasure. I'll write an actual review in the review section later today, but I feel like she was worth every penny in our experience.
