Let's consider the economics of the situation.
If you're a scammer, you can run multiple ads, in multiple cities, in multiple provinces and states, all concurrently, and have all of these revenue streams feeding your bank account with very little effort. Heck, you don't even have to be female to rake in the cash.
Thanks to guys sending cash to strangers, the scammers do better than the legitimate SPs.

And LL makes bank with fake ads in multiple cities. LL isn't going to stop scammers.
