Adding footnote to a post

Can someone tell me how to add that little blurb at the bottom of a post that you sometimes see with certain users - such as at the bottom of "Poontang Man's" post on this thread: https://perb.cc/vbulletin/showthread.php?234167-Any-info-on-this-lady
