I don't know why the link is a shortened version now, it wasn't when I first put it on. The point I got from it is that the courts ruled in favor of the SP AND the city had to pay her legal fees to boot.
Many of these smaller towns try to run out escort services. There was a case in Salmon arm not long ago as well. By not issuing a business licence they think they can keep them out, even if they are a legal business.

Yes this is good news.
Even though I worked for the Kali Project (one of BOA's competitors) when I was in PG, I did think she was getting a bum rap and was unfairly targeted. This ruling is good for all agencies.
Another thing I was very pleased with is that agencies will no longer be required to submit criminal record checks for the ladies to city hall. Not that I have a record, but I sure didn't like the idea of my name & personal info being in some file downtown. My opinion: nobody's business what I'm getting up to.
