I've had the most success at MGM, but the most recent visit was at Mandalay Bay. I assume any major casino on the strip will have these girls hanging around. Quick question... with the semi-legality of prostitution in Nevada, do they have vice cops? Is there a worry about approaching a likely lady, and finding out she is LE and you're busted for solicitation? Does Vegas LE run these kind of sting operations?

"Semi-legality"? It is completely legal in licensed brothels, and illegal everywhere else in Nevada.
I don't live in Nevada and I have seen very few indies, so I'm far from an expert on this - but on some of the brothel boards I read, I've heard about vice doing occasional stings in Vegas, and in Reno too, so you need to be somewhat careful. Some of the guys who see indies around the US say if you do your homework (TER, Redbook, etc.) that it's pretty safe, and unlikely you'll have LE problems. I think that applies to Vegas as well.
